This bracket was designed to provide quantiy discounts as the volume of sq. footage increases.  It is really the lack of markup on the product as the sq. feet increase.  The basic idea is that as the amount of square footage increases your markup decreases giving a better discount for the customer. This can be set to zero if you don't offer quantity discounts on sq. footage.
