What is the difference between a file assignment and file delegation?

The difference between file *assignments* and file *delegations* is that:

• a delegation is to a delegate/workmate/contact
• an assignment is to any arbitrary person.

Assignments come from the upload page, while delegations come from the "Assign/send file to" dialog in the Inbox.
